In this 1944 amusement about Lindy Hop, cross-step waltz was simply called "the gay old waltz" and is apparently what some L.A. Lindy Hoppers danced as waltz during the Swing Era.
You can identify this and the Beijing video as cross-step waltz, instead of a Twinkle, by the dancers beginning with the man's R, woman's L foot, on the musical downbeat.
